Cele te są realizowane poprzez: * prowadzenie badań rynku usług transportu zbiorowego w celu określania potrzeb transportowych mieszkańców, * planowanie sieci i układu linii komunikacji miejskiej, * opracowywanie rozkładów jazdy, * prowadzenie postępowań z zakresu zamówień publicznych na wykonywanie usług transportu zbiorowego, * kontrola świadczenia usług przewozowych pod względem ich zgodności z warunkami umów, * sprzedaż biletów, * promocja transportu publicznego, * wydawanie zezwoleń na wykonywanie komercyjnych przewozów pasażerskich i uzgadnianie rozkładów jazdy, * przygotowywanie projektów uchwał Rady Miasta Gdańska w sprawach dotyczących komunikacji publicznej, * uzgadnianie zmian w funkcjonowaniu komunikacji miejskiej i projektów komunikacji zastępczej na czas prowadzenia remontów i inwestycji drogowych oraz * współpraca przy planowaniu inwestycji miejskich w szczególności w zakresie infrastruktury transportu zbiorowego.
